It means that this level contains locked tiles. They are grayed out and you cannot match them until you unlock them. To do so you need to match a tile with a little key on it with another tile (it doesn’t have to be another tile with a key):

 

Once such a tile is matched, a random locked tile will become unlocked.

You can also use a Lock booster, and it will unlock all locked tiles in an instant!
